بومی سازی الگوی مفهومی سازمان کارآفرین برای مناطق جغرافیایی ایران؛ مطالعه موردی گمرک جمهوری اسلامی ایران

چکیده

سازمان کارافرین این قابلیت را دارد تا به نحو موثر با تغییر و پویایی مواجهه نموده و با تکیه بر خلاقیت و نواوری، نهایت استفاده از منابع و امکانات موجود را در بهره گیری از فرصت ها می نماید و در جهت دستیابی به اهداف سازمان و جامعه کارایی،اثر بخشی و بهره وری را محقق می نماید. از این‌رو، هدف این پژوهش ارائه الگوی مفهومی سازمان کارآفرین با مطالعه ای در گمرک جمهوری اسلامی ایران است. مطالعه حاضر یک پژوهش توصیفی-تحلیلی می‌باشد که در سه مرحله‌ وابسته به‌هم صورت گرفت. در گام اول مهم‌ترین معیارها و ویژگی‌های سازمان کارآفرین در گمرک جمهوری اسلامی ایران با استفاده از روش دلفی فازی شناسایی و غربالگری شد. در مرحله‌ی دوم روابط میان معیارهای شناسایی شده با استفاده از روش دیمتل فازی سنجیده و در مرحله آخر نیز، ویژگی‌های سازمان کارآفرین براساس روش مدل‌سازی ساختاری تفسیری سطح‌بندی شدند. جامعه آماری تحقیق را خبرگان و مدیران سازمان گمرک استان تهران تشکیل داده اند، که 28 نفر از آن‌ها با استفاده از روش نمونه‌گیری هدفمند انتخاب شدند. یافته‌های پژوهش نشان داد که از میان شاخص‌های مورد بررسی، 17 شاخص مورد تائید خبرگان قرار گرفت، هم‌چنین براساس آزمون دیمتل فازی مشخص شد که هشت متغیر نقش علّی و نه متغیر نیز نقش معلولی دارند. ازطرفی نیز رهیافت مدل‌سازی ساختاری تفسیری نشان داد که متغیرها در شش سطح طبقه‌بندی شدند، که در این‌ بین متغیر منابع سرمایه‌ای (ساختاری، انسانی و رابطه‌ای و ...) در گمرک جمهوری اسلامی ایران به‌عنوان عوامل زیربنایی و دارای قدرت نفوذ بیشتری می‌باشد.
