Abstract
Both the rarity and expensive price of land and housings in the main city proper of Zahedan has pushed a great deal of immigrant population to slumdogs and marginal parts of the city. This study tries to answer this questions that how successful have been organizing and empowerment projects in the informal textures of Zahedan after several decades of their implementation?
The research method was descriptive-analytic and the sample’s size, using Cochran formula, determined 383 questionnaires. The collected data were analyzed using SPSS software. Because of lack of flexibility, lack of urban inclusive management, lack of fitness between scales of empowerment projects for technical analysis across the informal habitats’ texture and traditional and biased viewpoint of authorities to such textures, decreased urban executive and development credits, insufficient renovation loans and lack of hierarchical discipline in preparing urban development projects, we see that the realizability of such projects in habitats of Zahedan City has become difficult and pale.
